South Korea Cashback Programs Market Opportunities Databook – 90+ KPIs on Cashback Market Size, By Business Model, By Channel, By Cashback Program Type, By End Use Sector – Q2 2026 Update
Summary
According to PayNXT360, the cashback market in South Korea is expected to grow by 11.1% annually, reaching US$2,996.4 million by 2026.

The cashback market in the country has experienced robust growth during 2021-2025, achieving a CAGR of 12.6%. This upward trajectory is expected to continue, with the market forecast to grow at a CAGR of 9.7% from 2026 to 2030. By the end of 2030, the cashback market is projected to expand from its 2025 value of US$2,697.5 million to approximately US$4,344.7 million.

Key Trends and Drivers

Digital banks are turning cashback into a configurable, instant banking feature
• South Korea’s digital banks are increasingly designing cashback as an in-app, selectable and immediately credited benefit, rather than only a fixed card reward schedule. Toss Bank’s new Switch Cashback Season 6, running from April to September 2026, lets users choose among offline-category cashback, online-category cashback, an uncapped 0.3% “anywhere” option, or a donation alternative; eligible ordinary purchases are generally credited when the payment leaves the account. KakaoBank’s 2026 Group Check Card promotion similarly provides an immediate KRW300 or KRW3,000 random cashback following qualifying KRW50,000 transactions. The recent shift is therefore less about simply raising a headline percentage and more about giving customers control over where, how and how quickly cash rewards are earned.
• The economics are supported by South Korea’s continuing migration toward app-based payments. The Bank of Korea reported that the daily value of simple-payment services increased 14.6% in 2025, while payment-card transactions made through mobile devices and other non-physical-card methods continued to rise. For digital banks, the card reward can therefore be integrated with the deposit account, payment interface and app-engagement strategy rather than operated as a stand-alone loyalty mechanism. This makes immediate cash credits particularly useful for retention: the customer both sees and receives the reward inside the same banking relationship in which the transaction occurs.
• This form of cashback is likely to intensify, particularly among digital banks and app-led financial services. Competition should increasingly revolve around selectable categories, instant settlement, customer-specific reward modes and the ability to switch benefits without replacing the underlying card. That should support frequent redemption because cash is credited directly rather than accumulated as a separate loyalty currency. However, providers can also alter seasonal structures and eligibility more easily than with permanent card benefits, meaning personalization and flexibility are likely to grow faster than across-the-board cashback generosity.

Major card issuers are concentrating cashback into tightly gated acquisition and reactivation campaigns
• Recent campaigns from major Korean card issuers show cashback being used increasingly as front-loaded customer-acquisition expenditure, with eligibility restricted to new or long-inactive customers and tied to specific digital actions. Hyundai Card continued using cashback for customer acquisition in August 2026 through a ZERO Edition3 new-member campaign that refunded the card’s first-year annual fee. The offer applied to eligible first-time or returning customers who applied through Hyundai Card’s website or app and met the specified conditions, with cashback paid into the cardholder’s payment account. Shinhan Card’s August campaign refunds the first annual fee to eligible first-time or returning customers who agree to marketing and spend at least KRW100,000 through Shinhan Super SOL. These are monetary cashback offers rather than points-based rewards.
• The increasingly conditional structure matters because Korean issuers operate under tightly compressed merchant-fee economics. From August 14, 2026, 95.7% of credit-card merchants qualified for preferential merchant rates, with credit-card rates of 0.4%–1.45% and check-card rates of 0.15%–1.15% depending on merchant revenue. This does not by itself determine individual reward budgets, but it reinforces the incentive for issuers to target cashback where its acquisition or activation value can be measured such as dormant-customer reactivation, app registration, marketing consent, overseas spending or initial card usage rather than indiscriminately increasing permanent cashback across the portfolio.
• Cashback from traditional card issuers is therefore likely to remain highly competitive but more conditional, rather than moving uniformly toward higher permanent earn rates. Large introductory amounts can continue because they are limited to selected customers, periods and spending hurdles, while ongoing benefits can be managed more tightly. For executives, the important change is that headline cashback amounts will increasingly overstate underlying program generosity unless eligibility, inactivity periods, spend thresholds and payment-channel requirements are considered. Customer-acquisition cashback should remain an important competitive tool, but issuer profitability will favour measurable and time-limited campaigns over universal increases.

Transport refunds have become a nationwide cash-reward layer, with banks adding cashback on top
• South Korea has materially expanded transaction-linked monetary refunds in public transport. From January 2026, the K-Pass “All/Everyone’s Card” framework added a fixed-threshold refund model alongside the existing percentage-refund approach, automatically applying whichever method gives the user the larger benefit. Nationwide availability followed in February when the remaining local governments joined, extending the framework across all 229 local governments. The policy was then temporarily made more generous from April through September 2026: refund thresholds for the fixed-amount structure were cut by 50% in response to high fuel prices. This represents a clear recent expansion of cashback-equivalent fare refunds rather than an unchanged card-loyalty feature.
• The driver is unusually South Korea-specific: national transport policy is now creating a large recurring refund mechanism on top of which financial institutions can compete. Toss Bank, for example, currently offers additional transport cashback through its K-Pass check card on top of the government fare refund, while Kbank’s ONE Check Card also provides an additional transport cashback subject to its conditions. Consequently, public policy is not replacing card competition; it is establishing a baseline refund that allows issuers and digital banks to differentiate through incremental cashback and simpler app-based administration.
• The exceptional temporary generosity introduced for April–September 2026 should moderate once the high-fuel-price measures expire, but the broader structural effect is likely to remain: public-transport spending has become an established recurring refund category with nationwide reach. This should support high-frequency cashback issuance and redemption because transport payments recur monthly and refunds are automatically calculated. The competitive opportunity for banks will increasingly be the stacked benefit around the government refund additional transport cashback, app integration and account-linked payment features rather than attempting to recreate the underlying subsidy themselves.

Merchant-funded cashback is moving beyond online affiliate shopping into receipt-verified offline commerce
• A newer competitive layer is emerging outside banks and major card issuers. South Korean startup Cashmore, launched in late 2024 as an offline receipt-reward service, reached more than 100,000 daily active users and secured pre-Series A investment by April 2026. Its current model lets consumers upload physical-store receipts and receive cash rewards that can ultimately be withdrawn to a bank account; participating merchants can offer transaction-linked percentage cashback. By July 2026, the app was also advertising a newly added shopping-cashback feature in which users route online purchases through Cashmore to earn part of the transaction value back. The recent change is therefore the emergence of a hybrid offline-receipt plus online-affiliate cashback model.
• The key innovation is merchant economics rather than another consumer card. Cashmore allows participating offline merchants to set cashback incentives and charges against verified purchases rather than simple advertising exposure, using uploaded receipts to validate the transaction. Its merchant materials also describe cashback that can be adjusted according to visit behaviour higher incentives for acquisition or reactivation and lower levels as repeat visits build. This creates a merchant-funded, performance-oriented alternative to issuer-funded cashback and can bring smaller physical merchants into cashback programs without requiring direct POS integration.
• This segment is likely to expand from a small base rather than displace card cashback. Its main significance is that merchant-funded cash offers can become more targeted and measurable, particularly for restaurants, cafés, beauty businesses and local retail where customer acquisition and repeat visits are important. If receipt verification and affiliate shopping continue to scale, cashback apps can bridge online and offline spending without controlling the underlying payment instrument. That should widen the share of cashback funded directly by merchants and platforms, while encouraging more dynamic offers based on first purchase, repeat purchase or lapsed-customer behaviour. Scale and merchant coverage remain the key constraints relative to banks and national card issuers.

Competitive Landscape
Over the next 2–4 years, competition should intensify but become more targeted rather than uniformly more generous. Digital banks can use instant, configurable cashback to deepen app engagement, while incumbent issuers are likely to concentrate spending on measurable acquisition and merchant-specific campaigns. Margin discipline will remain important: from August 2026, 95.7% of Korean credit-card merchants qualify for preferential merchant fee rates, reinforcing pressure on issuer economics. Merchant-funded and purchase-verified platforms should therefore gain relevance where merchants can directly finance customer acquisition or reactivation.

Current State of the Market
• Cashback competition in South Korea remains led by card issuers and digital banks, but the competitive model is becoming more fragmented. Toss Bank is currently running Switch Cashback Season 6 with selectable cashback modes, while KakaoBank combines permanent check-card cashback with 2026 instant-random-cashback promotions. Traditional issuers such as Shinhan Card and Hyundai Card are competing more through targeted acquisition, subscription and merchant-linked cashback campaigns. A newer layer is emerging from merchant-funded platforms such as Cashmore, reducing the market’s dependence on issuer-funded rewards alone.

Key Players and New Entrants
• The verified competitive set includes Shinhan Card and Hyundai Card among major card issuers, and Toss Bank and KakaoBank among digital banks. KakaoBank’s Friends Check Card currently returns 0.2% on weekdays and 0.4% on weekends/holidays, while Toss Bank offers category-based or 0.3% all-merchant cashback options. Cashmore, operated by Bridgeworks, is the clearest recent specialist entrant: launched in October 2024, it provides cash rewards for verified receipts and exceeded 100,000 daily active users before securing pre-Series A investment in April 2026.

Recent Launches, Partnerships, Mergers, and Acquisitions
• Recent activity has centred on promotions and partnerships rather than consolidation. Hyundai Card ran an August 2026 ZERO Edition3 acquisition campaign that refunded the first-year annual fee as cashback to eligible new and returning customers who met the campaign conditions. Shinhan Card is simultaneously running acquisition cashback and merchant/category campaigns, including a Shinsegae Simon Premium Outlets program offering up to KRW180,000 cashback. Cashmore’s April funding provides fresh capital to an emerging merchant-funded competitor.
